PROBLEM TO BE SOLVED: To provide a yellow developer for electrostatic charge image development having stable electrifying property with time so that a high-quality image having excellent transparency and light resistance, high definition and high resolution and extremely little deterioration in the image can be formed, and to provide a method for forming an image and an image forming apparatus. SOLUTION: The carrier has a ruggedness derived from particles included in the coating layer of the carrier surface. The toner is prepared by dissolving or dispersing a toner composition containing a modified polyester resin reactive with a compound having an active hydrogen group in an organic solvent as a binding resin, dispersing the dissolved or dispersed composition in a water-based medium to react with a compound having an active hydrogen group, and then removing the solvent from the obtained dispersion liquid.
