PROBLEM TO BE SOLVED: To provide a vibration isolator and a manufacturing method capable of more effectively absorbing vibration from a vibration generating section, especially improving a dynamic characteristic at a charging time of large load. SOLUTION: The vibration isolator comprises a cylindrical metal fitting 1 to be mounted to one of a vibration receiving section and the vibration generating section, a mount metal fitting 2 to be mounted to the other of the vibration receiving section and the vibration generating section, and an elastic body 4 arranged between the cylindrical metal fitting 1 and the mount metal fitting 2 so as to have a space section 3. A complex 6 of a metal elastic body 6A and a non-metal elastic body 6B is disposed inside the space section 3, or the complex 6 of the metal elastic body 6A and the non-metal elastic body 6B is previously formed and then the complex 6 is inserted into the space section 3.
