<p><P>PROBLEM TO BE SOLVED: To provide an uninterruptible duplication switching apparatus and method for uninterruptibly switching an active system into a standby system without the need for provision of a selection circuit section to the output stage of the apparatus in an ATM communication system redundantly configured with the active system and the standby system. <P>SOLUTION: A cell storage buffer is provided with a storage area for a mark denoting that a cell is received during switching. The active system acting like a transmission main part transmits the received cell. The standby system aborts the received cell. The active system attaches the mark to the received cell and stores the resulting cell and the standby system stores only the received cell during switching. When the active system transmits the cell with the mark attached thereto, the standby system aborts the same cell stored in the storage buffer. When the active system transmits the mark attached cell from all quality classes at least once, the transmission main part is switched from the active system into the standby system.
