PURPOSE: A system for assigning channels and a system therefor are provided to assign channels in consideration of channel loads assigned to each FA(Frequency Allocation) among available frequency resources while setting a speech channel with a terminal, thereby minimizing an interference caused by plural FA signals. CONSTITUTION: If a speech channel setup request command is received from a terminal, a call processor(300) sets a speech channel by using an RSSI(Received Signal Strength Indication) value by FA. A modem card(310) performs modulation/demodulation processes for a transceived signal. A transmitter(330) up-converts a signal transmitted from the modem card(310), and transmits the up-converted signal to the terminal through an antenna. A receiver(340) down-converts a signal received through the antenna, and measures the RSSI value by FA for the down-converted signal.
