PROBLEM TO BE SOLVED: To provide a device in which a sheet containing charged electrophoretic particle dispersion liquid for an electronic display element is simply prepared without filling a tube with an electrophoretic particle dispersion liquid. SOLUTION: This device is equipped with a first nozzle to discharge a barrier raw material liquid and a second nozzle to discharge the charged electrophoretic particle dispersion liquid 11. The barrier raw material liquid and the dispersion liquid 11 are mutually independently discharged into a barrier raw material liquid solidifying field. Further the first and second nozzles are arranged so as to make the barrier raw material liquid discharged from the first nozzle be discharged and surround the dispersion liquid 11 of the charged electrophoretic particles discharged from the second nozzle. Furthermore, the device has a plurality of the second nozzles so as to make the dispersion liquid 11 discharged from the second nozzle surrounded by the barrier raw material liquid discharged from the first nozzle construct a plurality of layers.
