<p><P>PROBLEM TO BE SOLVED: To provide a monitoring device capable of securing a data storing area of a mail receiver and suppressing the distribution of unnecessary information by distributing a mail only in an unmanned monitoring state. <P>SOLUTION: An unmanned monitor judging part 5 judges whether monitoring is an unmanned monitoring state or not, and only when the unmanned monitoring state is judged, a communication means 11 distributes necessary information by an e-mail.
