PROBLEM TO BE SOLVED: To provide a method for manufacturing a toner suitable for production of a small particle diameter toner using a biodegradable resin in a high yield, and to further provide a method for manufacturing a toner using a biodegradable resin, having good fluidity and capable of high quality and high resolution printing. SOLUTION: A method for manufacturing an electrostatic charge image developing toner is used, wherein a toner is manufactured by sequentially carrying out a step of preparing a colored liquid by dissolving or dispersing a biodegradable resin and a colorant in an organic solvent, a step of preparing an aqueous dispersion in which fine particles of the colored liquid are dispersed by mixing the colored liquid with an aqueous medium in the presence of an emulsifier and/or a dispersion stabilizer, a step of generating fine colored resin particles by removing the organic solvent in the fine particles of the colored liquid, and a step of drying the fine colored resin particles after separation from the aqueous medium.
