PROBLEM TO BE SOLVED: To prevent illicit use of an IC card by others except its owner by its loss or theft.

SOLUTION: This IC card has the collating function of biometrics data used for the collation of the owner of the IC card. This card further has the function capable of setting a condition for continuous use of the IC card after laid in a usable state by a plurality of parameters.
