A volatile decongestant delivery vehicle composition includes (i) a flowable water-soluble film-forming matrix; and (ii) a particulate volatile decongestant agent uniformly stationed therein. A useful volatile decongesta nt agent includes menthol, for example menthol crystals. The composition may further include a decongesting volatile oil, such as, but not limited to eucalyptus oil, menthol oil, pine oil, terpine hydrate oil, and combinations thereof. The volatile decongestant agent may be present in amounts of up to about 0.1% to about 60% by weight of the total composition.
