Compositions and methods for providing hydrophobic active agents in a bioavailable form, including cyclosporine are disclosed and described. In one aspect of the invention, a cyclosporine composition may be formulated that produces an aqueous dispersion containing cyclosporine in both dissolved and undissolved forms. In another aspect, the undissolved form of cyclosporine may be indicated by retention of cyclosporine particles on a 0.2 um membrane upon filtration of the aqueous dispersion therewith. In another aspect, the undissolved form of cyclosporine may be indicated by formation of a pellet upon centrifugation of the aqueous dispersion at about 12 KxG for about 10 minutes.
