PROBLEM TO BE SOLVED: To allow the direct cooperation of devices without depending on an intermediary server during service implementation to safely implement a service. SOLUTION: A user selects a service a user wish to use on a portably carrying device A102a, and requests the implementation of the service to a service implementation function 106 of a server 101 by a device cooperation function 103a. The service implementation function 106 authenticates the user, retrieves a function of the device required by the requested service in a range of authority, and registers use right acquisition about a using function into a device configuration management function 110 by a use right management function 107. An adapter distribution function 108 distributes inter-function connection-setting specifications necessary for the service implementation and a group cryptographic key generated by a key generation function 109 to respective devices 102a-c as an adapter. The device cooperation function 103 sets a device incorporation function 104 on the basis of the inter-function connection-setting specifications inside the received adapter, and performs cipher communication with an external device 102 by the use of the group cryptographic key to implement the service.
