PROBLEM TO BE SOLVED: To enable an agent to appropriately change its behavior, when it operates in a certain environment. SOLUTION: An agent controller includes a module 102 for identifying a query point in a state space, a module 104 for choosing data points nearest to the query point, a module 106 for selecting a primitive to be performed by the agent based on the data points chosen by the module 104, a module 108 for computing parameters for the selected primitive based on the sets of parameters of the selected data points, a module 110 causing the agent to perform a selected action, a module 112 for evaluating a result of the action, and a module 114 for updating the data point values to reflect the result.
