PROBLEM TO BE SOLVED: To correctly grasp a correction amount of a controlled variables instruction value without changing an engine speed, in a control device for a variable valve system for controlling an intake air mount. SOLUTION: The control device for a variable valve system of an internal combustion engine, comprises: the variable valve system for continuously controlling at least one of a lift amount and a valve opening period of an intake valve by the controlled variables instruction value to control the intake air amount; and a throttle valve whose opening can be freely set. The variable valve system is controlled by a set controlled variables instruction value in a specific steady operation (step 102), and the opening of the throttle valve is controlled to be minimum to generate desired torque in the specific steady operation (steps 103-106), and then the correction amount of the controlled variables instruction value is calculated based on the opening of the throttle valve or intake pipe pressure at the time.
