A process for producing a 1-substituted 4-carbamoyl-1,2,4-triazol-5-one derivative represented by the following general formula (I): (I) (wherein X represents halogeno or lower alkyl; Y represents halogeno; R represents lower alkyl; and n and m each is an integer of 0 to 5), characterized by reacting a 1-substituted 1,2,4-triazol-5-one derivative with a carbamoyl chloride compound in an organic solvent and/or water in the presence of a dehydrochlorinating agent and a phase-transfer catalyst.
