PURPOSE: A manufacturing method of a holder for mounting a part of a steering wheel of a vehicle is provided to improve work efficiency of the assembly by manufacturing integrally with a lower cover without a holder for fitting an installing bolt temporarily. CONSTITUTION: A free holder having a bolt hole is formed to a lower cover(1) of a steering wheel integrally. The bolt hole is shaped to combine an installing bolt temporarily along an open direction of a metal mold for the lower cover. The free holder is deformed plastically for the lower cover of the steering wheel to correspond to a straight line which advances the installing bolt and a central line of the bolt hole of the free holder. Thereby, cost is reduced by manufacturing a holder(7) with the lower cover of the steering wheel integrally.
