A distributed computer system for a public policy auction system that promotes legislative adoption of more efficient public policies by creating a free market for the savings gained by such polices comprises: a central computer for registering a plurality of accounts for users and for maintaining a database record of the users and the new public policies stored therein; a plurality of innovator terminals connected to the central computer; a plurality of politician terminals connected to the central computer; a plurality of subscriber terminals connected to the central computer and a policy auction software program for facilitating an auction by which a plurality of registered subscribers can bid over the subscriber terminals to receive a portion of the savings gained by the adoption and implementation of the public polices in their jurisdictions; whereby a subscriber wins a bid if the bid is for the lowest portion of savings bid by an subscriber if a political representative for the subscribers' jurisdiction supported the adoption and implementation of the policy and if the policy is adopted and implemented in that jurisdiction and whereby when a subscriber wins a bid the bid is charged to the subscriber's account. The users include politicians, innovators of new public policies, bidders and the public and the bidders are subscribers to the new public policies including innovators, constituents and special interest groups.
