PURPOSE: Non-excavating typo apparatus and method for repairing a pipe are provided to facilitate the supply of a water pressure required for the reversal of a reinforcing tube regardless of a length of construction section and the supply of hot water required for the curing of an adhesive resin. CONSTITUTION: The non-excavating type apparatus for reversing a reinforcing tube impregnated with an adhesive resin by using a water pressure and curing the adhesive resin to repair a pipe embedded under the ground comprises a rotating drum(110) for winding the reinforcing tube around a shaft rotated by a motor; a water pressure reversal tank(120) supported within the rotating drum to form a reinforcing tube entrance opening having a flange fixing the one end of the reinforcing tube, the tank also containing an inner space for producing the water pressure; a pressure water supply device having a motor pump for supplying the water pressure into the tank; and a warming and curing device for curing the adhesive resin of the reinforcing tube by supplying hot water or steam to the entrance end of the reinforcing tube.
