PROBLEM TO BE SOLVED: To efficiently check the presence/absence of bit sticking in a register. SOLUTION: An access right to a message storing portion 16 is switched between a communication processing portion 12 and an check processing portion 13 by an operation switching portion 11, whereby a switchover between a communication mode transmitting/receiving a control message and a check mode for checking a register is realized. The check processing portion 13 writes a predetermined pattern in the register of a mail box in the check mode, reads the same, and determines whether or not the written pattern is coincident with the read pattern, thereby checking the presence/absence of bit sticking.
