PROBLEM TO BE SOLVED: To provide an apparatus for manufacturing a resin coated roller with a thinner resin coating layer excellent in smoothness on the surface of a metallic core. SOLUTION: This apparatus for manufacturing the resin coated roller 90 with a thinner resin coating layer on the metallic core makes the surface of the roller 90 smooth, and is provided with a heater 21 heating at least the surface of the roller 90 to a temperature higher than the softening- or melting-temperature of the resin, a smoothing roller 15 with surface roughness less than that of the roller 90 for smoothing the surface of the roller 90 by moving in the axial direction of the roller 90 while pressing against the roller 90, a non-contact temperature sensor 7 for measuring the surface temperature of the roller 90 at the working position where the roller 15 abuts on the roller 90 and a control means for controlling the heater 21 so that the temperature of at least the working position of the roller 90 is held at a fixed temperature based on the measured results by the non-contact temperature sensor 7.
