PROBLEM TO BE SOLVED: To collect the locational information of a mobile body without spoiling user's privacy and without requiring a special device mounted on the mobile body.

SOLUTION: A mobile terminal information extracting unit for monitoring an IP packet transmitted from a mobile terminal accesses communication network through a wireless base station and extracting the identification information of the mobile terminal from the IP packet, and a mobile terminal information transmitting unit transmits the identification information along the detection time of the IP packet and the identification information of the base station to a desired tabulation server.
