PROBLEM TO BE SOLVED: To provide a transparent conductive laminate in which a transparent conductive film having a film quality matching to an object is laminated on a base without conducting pretreatment or equipment investment and to provide a touch panel using the same. SOLUTION: This touch panel uses the transparent conductive laminate obtained by sequentially laminating at least a transparent resin base layer, an oxide layer made of Ti and/or Zr, and a conductive layer containing an indium/tin oxide as a main component. In this laminate, a resistance value change R/R<SB>0</SB>(R: a surface resistance value after the conductive layer is dipped in an aqueous solution of a hydrochloric acid, and R<SB>0</SB>: an initial surface resistance value) before and after the conductive layer is dipped in the aqueous solution of the hydrochloric acid of one normal for 30 s, is 1.1 or less.
