PROBLEM TO BE SOLVED: To suppress unwanted radiation (radiation in the direction toward a scattering body), regardless of the position of an antenna and the attaching position of a shielding member for suppressing the influence of a peripheral body on the antenna. SOLUTION: A patch antenna 20b is arranged with spacers 26 so that the opposed distance L between the antenna 20b and an HIP (high impedance ground plane) 10 serving as an shielding member for the antenna is L. The HIP 10 is constituted on the surface opposite to the antenna by using a photonic band gap material (PBG) in which a band gap is provided for inhibiting surface wave propagation of an operating frequency band of the antenna. The reflection phase of the HIP can be changed in various ways by the structure and frequencies of the PBG, and can be so freely designed that unwanted radiation can be suppressed by applying in-phase processing to a radiated wave from the antenna and a reflected wave from the HIP depending on the opposite distance L.
