PROBLEM TO BE SOLVED: To provide a method for manufacturing a lightweight hard open-cell foam having an excellent foam dimensional stability and raw materials storage stability, by using water as a foaming agent. SOLUTION: The method for manufacturing the open-cell hard foam by reacting polyol compounds, polyisocyanate compounds, water or the like, uses (A) 40-70 mass% of polyol with 20-120 mgKOH/g hydroxyl value, (B) 20-50 mass% of polyol with 200-800 mgKOH/g hydroxyl value, and (C) 1-20 mass% of monols obtained from 7-22C monols as an initiator and having 20-400 mgKOH/g hydroxyl value.
