Based on a time required for arrival of a specified reference number of packets corresponding to the transmission window size, a receiver (120) generates new window-size information which is transmitted back to a transmitter (110) while being added to an accumulated ACK packet. The transmitter (110) transmits the packets with a transmission window size determined in response to the new window size information from the receiver (120). The communication unit (100) controls the quantity of packets being transmitted before occurrence of congestion of the packet being transmitted.
