PROBLEM TO BE SOLVED: To provide a steering shaft for a cart vehicle which can improve the ingress/egress properties for the cart vehicle to which the steering shaft is adopted, and the cart vehicle. SOLUTION: This steering shaft 20 comprises an upper shaft 30, which is connected with a steering wheel 24 in a manner to be integrally rotatable with the steering wheel 24, and a lower shaft 32 which is connected with the lower end of the upper shaft 30, and at the same time, is connected with a steering mechanism 18. For the upper shaft 30 and the lower shaft 32, the rotation of the upper shaft 30 is transmitted to the lower shaft 32 by a connecting part 36, and at the same time, the upper shaft 30 and the lower shaft 32 are connected in such a manner that the upper shaft 30 can bend to the lower shaft 32. The upper shaft 30 is axially supported at a location higher than the connecting part 36 in a manner to be turnable to a supporting arm 40 which is extended from a car body by a second connecting part 42, and at the same time, is connected in a manner to be attachable/detachable to/from the supporting arm 40.
