PROBLEM TO BE SOLVED: To perform correct simulation even when any sampling data is fetched from outside or a switching frequency is variable. SOLUTION: In a condition that an appropriate frequency is initially set for a high frequency operation, the calculation of an average value by an average value calculation means (S15), the simulation by a simulation performing means (S17), the calculation of a new frequency by a frequency setting means (S14), the calculation of a new average value by the average value calculation means, and the simulation again by the simulation performing means are sequentially carried out. Then, error determination is carried out by a determination means (S18). The calculation of frequency by a frequency setting means, the calculation of an average value by the average value calculation means, and the simulation by simulation performing means are repeatedly carried out until the error falls within the allowable error range.
