PROBLEM TO BE SOLVED: To minimize a panel as well as to improve reliability by improving a seal structure in a pair of substrates. SOLUTION: The center region of a driving substrate 1 is provided with a display screen 4 having pixel electrodes and switching elements integrated. Driving circuits 5, 6, 7 to drive switching elements are integrated in the surrounding area of the display screen 4. A counter electrode is formed on a counter substrate 2. An adhesive member 8 is present between the substrates 1, 2 and joins the substrates with a specified gap. A liquid crystal is held in the gap. An interlayer insulating film made of an organic material to cover the driving circuits 5, 6, 7, and a flattening film to fill a rugged pattern on the surface of the driving circuits 5, 6, 7 are arranged. The adhesive member 8 is arranged in a strip along the peripheral region and arranged to overlap with the driving circuits 5, 6, 7 through the interlayer insulating film and the flattening film.
