PROBLEM TO BE SOLVED: To protect personal information without using a wireless network even in the case of loss or theft after individual authentication. SOLUTION: When a user turns ON a main power unit 106, a CPU 101 actuates an individual authentication part 102. The user inputs biological information to a terminal through an input device 103. When an individual authentication part 102 compares and collates the biological information and biological information on the owner stored in an owner decision making memory 104 to decide that the user is the owner, the CPU 101 controls a mobile telephone terminal device into a normal function usable state, but the decision result indicates that the user is not the owner, the main power unit 106 of the mobile telephone terminal device is turned OFF. Further, when the device is not used for a certain period although the device is in the normal function usable state, the CPU 101 actuates the individual authentication part 102 to wait for biological information to be inputted.
