PROBLEM TO BE SOLVED: To enhance an energy saving effect and an operation cost reducing effect by extending the using period of free cooling. SOLUTION: The facility having a refrigerator 2 for cooling a load-side heat medium L by use of cooling water W circulated with the cooling tower 1 as a radiation source has a pre-cooling heat exchanger 7 for heat-exchanging the load-side heat medium L to be fed to the refrigerator 2 with the cooling water W circulated with the cooling tower 1, so that a free cooling utilize mode for cooling the load-side heat medium L by the pre-cooling heat exchanger 7 in parallel to the operation of the refrigerator 2 and a refrigerator single use mode for operating the refrigerator 2 in the state where the cooling of the load-side heat medium L in the pre-cooling heat exchanger 7 is stopped are selectively executed.
