PROBLEM TO BE SOLVED: To provide a water-retentive pavement wherein a watering pipe is passed through a lateral groove of a water-retentive block, wherein watering is performed, and wherein an increased ground surface temperature and an increased surface temperature of a roof floor of a building are decreased by virtue of evaporative cooling. SOLUTION: The groove is made in the side surface of the water-retentive block; the watering pipe is passed through the groove; the watering is performed in a dry state caused by consecutive fine days; the surface temperature is constantly kept equal to/lower than an atmospheric temperature by virtue of the evaporative cooling; a barrier-free state is maintained; and the water-retentive pavement can be used both for walking and for a roadway. The water-retentive pavement is installed on an artificial ground surface such as the roof floor of the building, and the watering is constantly performed, so that a rise in the temperature of the skeleton of the building and the ambient atmospheric temperature can be suppressed.
