PROBLEM TO BE SOLVED: To provide a method for inspecting and diagnosing a turbine with high accuracy in a short time by discriminating harmfulness of a damage detected by the inspection based on the data directly obtained in the direct inspection. SOLUTION: In a high-temperature portion of a turbine, thermal stress is dominant among stresses exerted therein, and harmfulness of crack damages can be evaluated with high accuracy by examining a crack opening. In a high-temperature state in which internal temperature of a steam turbine is≥1,000°C, a first measuring means such as a CCD camera is inserted from a measurement hole such as that of a steam pipe, and soundness of the turbine is evaluated by using the data indicative of the situation for inspection such as nozzle erosion and internal temperature of the turbine during the inspection.
