The apparatus has a packet data analyzing device (330) for analyzing billing data records provided from a packet data service node and a packet data provided from the service node. The analyzing device generates billing data on the basis of analyzed results and transmits the billing data to a billing server (350). A mirroring switch copies (320) the packet data and billing data from the node. An independent claim is also included for a method of generating billing data according to the contents of a mobile communication system.
