PROBLEM TO BE SOLVED: To obtain a gel-like composition which is used for external uses, has an improved moisture-retaining property, and gives excellent senses of use, such as good spreadability and compatibility, and to provide a method for improving the moisture-retaining property of the gel-like composition for external uses. SOLUTION: The gel-like composition which is used for the external uses and has an improved moisture-retaining property is characterized by comprising a vinylic polymer, a basic amino acid and an anti-inflammatory agent. The method for improving the moisture-retaining property of the gel-like composition comprises mixing a gel-like composition containing the vinylic polymer and the basic amino acid with the anti-inflammatory agent.
