SOLUTION: The current of the circuit is measured by providing a current detection means 120 in between the battery as a power source for the circuit of the device, a device and a circuit. Whether the current value is abnormal or not is judged at a control part 15. If the current is abnormal, an alarm is made by an alarm part 8 or the gas passage is cut off by activating a shutting off valve 3 by driving a valve driving part 4.
