PROBLEM TO BE SOLVED: To provide a hydrate manufacturing method capable of performing the continuous formation of a hydrate suitable for automation by increasing the hydrate forming ratio to a large extent and shortening the hydrate forming time. SOLUTION: In the hydrate manufacturing method of forming a hydrate by reacting water molecules with guest molecules forming the hydrate under a high pressure and low temperature condition, guest molecules are dissolved in high pressure water in hydrate non-forming region up to the vicinity of a saturated concentration and the high pressure water, in which the guest molecules are dissolved, is cooled to hydrate forming temperature region.
