PROBLEM TO BE SOLVED: To improve working efficiency by reducing traveling in a horizontal direction and in a vertical direction in the loading and unloading work. SOLUTION: A moving device 10 for cargo is so constituted that a pallet 11 is put on a placing part 12, the placing part 12 is rotated and controlled at a predetermined rotating position on the basis of a weight value of the load 17 measured by a weight measuring part 13 whenever one load 17 is stacked on the pallet 11 or unloaded from the pallet, and the placing part 12 is lifted up or down and controlled at a predetermined lifting position based on a weight value of the loads 17 measured by the weight measuring part 13 whenever the loads 17 for one stage are stacked on the pallet 11 or unloaded from the pallet.
