<p><P>PROBLEM TO BE SOLVED: To secure security equal to data before a change even in data after the change when requiring to change the data content by making data use impossible except for a terminal for acquiring prescribed data. <P>SOLUTION: When requiring the data from a data processing terminal 2, a data control server calls out the data from a data storage means 12, and calls out security information on the prescribed data from a security information storage means 10. These data are enciphered, and are transferred to the data processing terminal from the data control server. The data processing terminal decodes these data, and then, enciphers the decoded data again by using one's own terminal ID (identification information) acquired by a terminal ID acquiring means 19, and stores the data in a data storage means 23. When using this data, the data is decoded by a terminal security decoding means 25 by using the terminal ID.
