PROBLEM TO BE SOLVED: To provide an ink composition for a ball-point pen effective for suppressing the blur of letters at the start of writing, giving soft and smooth writing feeling and enabling highly smooth transfer of the ink in writing at a low speed. SOLUTION: The oil-based ink composition for a ball-point pen at least contains a coloring material, a resin, glycerol and a neutralized phosphoric acid ester and further contains a solvent selected from an alcohol, a polyhydric alcohol and a glycol ether having a vapor pressure of≥0.001 mmHg at 25°C as a main solvent accounting for≥50 wt.% of the total solvent.
