PROBLEM TO BE SOLVED: To provide a road decorative plate excellent in antifouling performance, further concretely, the surface of the road decorative plate having photocatalytic activity for a long period of time and/or highly-developed hydrophilicity, hard to be stained and easy to be cleaned without needing a complicated process. SOLUTION: The road decorative plate coated with a top coat layer including a photocatalyst (A) and a binder component (B) is so constituted that the density of the photocatalyst (A) in the top coat layer gets higher as it goes to the other exposed surface from the surface coming into contact with a base coat layer of the top coat layer.
