PROBLEM TO BE SOLVED: To prevent elution of boron from incineration ash, especially coal ash which contains a large quantity of boron. SOLUTION: The subject boron insolubilization method comprises steps: (step 101) adjusting the water content of coal ash, which is a boron-containing substance, to be a ratio properly preset, for example in a range of 20-30%, in consideration of the handling convenience after the treatment and suppression of boron elution amount as far as possible: (step 102) adding coal and gypsum as additives in an amount of, for example 2-8wt.%, preferably 5-8wt.% on the basis of coal ash (dry ash), to the coal ash with the adjusted water content for obtaining an object substance to be discarded: and (103) stirring and mixing the object substance by, for example, a Hobart-type mixer.
