PROBLEM TO BE SOLVED: To provide an apparatus and a method for manufacturing an optical fiber in which the optical fiber does not slide on the surface of a swinging roller and by which sufficient twist can be imparted to the optical fiber. SOLUTION: In the apparatus and the method for manufacturing the optical fiber, when the optical fiber is drawn from an optical fiber preform, it is possible to draw the optical fiber while imparting twist to the optical fiber by allowing the swinging roller to swing. The swinging roller has unevenness on its surface. The twist is imparted to the glass part of the optical fiber by allowing the swinging roller having the unevenness on its surface to swing.
