PROBLEM TO BE SOLVED: To provide a heater for warming and heating which has a sufficient strength, weatherability, and durability, and which moderately generates heat. SOLUTION: This is a ceramic carbon heater in which an insulating layer is provided on the upper face and the lower face of an exothermic body layer, and in which the exothermic body layer has a composition composed of quartz diorite rock 50-85 wt%, carbon 10-30 wt%, and clay 5-15 wt%, and in which electroconductivity is provided. In order to manufacture this, a proper amount of water is added into a mixed powder having the above composition, and it is pelletized to granularity, and after this is pressurized and molded into desired profile, calcined at 1,100-1,300°C without oxidizing inflammable carbon.
