PROBLEM TO BE SOLVED: To materialize a gas discharge panel of a long service life, having no change over time in its operating voltage, and its manufacturing method. SOLUTION: This gas discharge panel 100 has a protective layer 106 formed on the surface of a dielectric layer 105 to cover a scanning electrode 103a and a sustaining electrode 103b, and the surface of the protective layer is provided with a functional group. Thereby, the spattering resistance of the protective layer 106 is enhanced by reducing gas sucked by the protective layer 106, impurity gas brought into the gas discharge panel 100 can be reduced, and the gas discharge panel having no change over time in its operating voltage and a long life and its manufacturing method can be materialized.
