PROBLEM TO BE SOLVED: To provide a damper suitable for automobile seats and an automobile seat mechanism provided with the damper which can provide large damping force and can also be miniaturized. SOLUTION: The damper 2 is provided with a fixed member 12 and a rotor 11, which is rotatably supported on the fixed member 12 and form a gap 13 between the fixed member 23 and the rotor 11, an unvulcanized silicone rubber 15 arranged in the gap 13, and a one way clutch 16, which rotates the rotor 11 around its axis X by transmitting downward lateral turning R1 to the rotor 11 in laterally turning a rear seat 3 in a lower direction and prohibits the transmission of the upward lateral turning R1 to the rotor 11 in laterally turning the rear seat 3 in an upper direction.
