PURPOSE: An electro-optical apparatus, a matrix substrate and an electronic device are provided to supply a sufficient power to a common electrode of electro-optical elements and reduce the size of a frame of a display panel. CONSTITUTION: An electro-optical apparatus comprises a first power line for supplying voltages to a first electrode layer; and a second power line(16) electrically connected to a second electrode layer(14). The first power line and the second power line are arranged above an effective area of a substrate, and in the same layer with the first electrode layer or beneath the first electrode layer. At least parts of the first power line and the second power line are arranged in the same layer.
