The apparatus (10) has a magnetic flux generation unit generating a flux. An induction heating unit generates heat by the generated flux to heat an unfixed toner image on a recording material. A temperature sensor detects a temperature of the heating unit to control the temperature to a predetermined target temperature. A heat generating rate changing unit changes the rate based on a density of an image to be formed. An independent claim is also included for an image forming apparatus.
