The present invention refers to a stopper valve which can be integrated to a container and an air filtering regulating vent forming a liquids dispenser system, the fabrication method and installing procedure. The stopper valve is fixed to the container introducing it by pressure, with screwed cords or glued with an adhesive in an opening to the wall at its side, once installed to the container the next process is the filling and distribution for it does not projects from the container, this valve is characterized for being of one-single piece therefore being also more economical and hygienic than traditional systems. The filtering regulating vent is introduced by pressure perforating with screwed cord or glued with adhesive to the container lid which allows avoiding the negative pressure that occurs when the content is disposed, at the same time regulates and filters the air entrance avoiding the pollution by the environment contact, this system is distinguished from traditional syste ms and methods for having only two parts.
