PROBLEM TO BE SOLVED: To cut and divide a fault location in an opening test of an access block using a signal loopback device. SOLUTION: In the opening test of the access block tying one point to another point, the signal loopback device loops back a test signal received from a test apparatus (a) placed to the one point via the access block to the access block toward the test apparatus (a), which is provided with a transmission reception means 1 that receives the test signal received from the access block and transmits the test signal toward the access block, and also with: a fault detection means 3 for detecting a fault of the test signal received by the transmission reception means 1; a destination revision means 4 for replacing a sender and a destination of the test signal received by the transmission reception means 1; and a signal length revision means 5 that revises the byte length of the test signal by prescribed bytes and outputs the result to the transmission reception means 1 for transmission purpose when the fault detection means 3 detects the fault of the test signal.
