PROBLEM TO BE SOLVED: To simplify the structure of an electromagnetic actuator for driving a shutter blade or the like for a camera and to simplify an assembly stage. SOLUTION: A plate-like projecting part 11 is provided on a base plate 10 turnably supporting the shutter blades 30 and having an aperture part for exposure 10a, and a frame member 41 is fit to be coupled with the projecting part 11 and a coil 43 is wound around the frame member 41 and the projecting part 11 so that the frame member 41 is bound tightly and fixed on the base plate 10 in a state where one end 42c of a rotor 42 is supported in a bearing hole 41a of the frame member 41 and another end 42d is supported on a bearing hole 12 of the projecting part 11, respectively. Thus, the conventional binding parts such as a screw are disused, the number of parts is reduced, the structure is simplified, the cost is reduced, and the device is made thinner.
