PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor which has an excellent voltage characteristic and gives a satisfactory picture either in the initial stage or after the repeated use thereof, and to provide a process cartridge and an electrophotographic device having the electrophotographic photoreceptor. SOLUTION: The electrophotographic photoreceptor has an intermediate layer and a photosensitive layer on a substrate in the order thereof, wherein the intermediate layer contains an electron transport material and resin having a specified ineration structural unit.
